学院制大学实际上只是一个组织松散的学院联合体，各学院高度自治，但是都遵守统一的大学章程，该章程是由大学的立法结构起草通过的，每年还会修订。大学基本上只负责考试与学位颁发，而招收学生的具体标准则由各学院自行决定，并自行招生。学院制大学代表了一定的高端教育和学术水平。 

　　英国目前只有五所大学颁发此类学位，其中英格兰四所、威尔士一所。
